GDW EVENT ALERT: SHERIFF ROCHELLE BILAL'S INAUGURATION GALA JANUARY 3, 2020

Hello All:

In case no one has said this, Philadelphia made History back in May when they selected Rochelle Bilal to be the first African American Female Sheriff!!   They solidified it in November when they went to the Polls on November 5 to overwhelmingly vote her into office.

Philadelphians  have much to be proud of in making this a reality.  And now comes the time to honor and celebrate her in this inauguration and time of victory as she moves forward to keep her promises to bring reform to the role and office of sheriff.

There are so many who played a role in this by your votes - and you are to be congratulated for having done so.  This is a clear demonstration of the power of our vote and our ability to choose.

In what was one of the biggest upsets Tuesday in the primary election,  Rochelle Bilal, a retired police officer who serves as the president of the Guardian Civic League and secretary of the Philadelphia Chapter of the NAACP,  handily defeated  incumbent Sheriff Jewel Williams and became the first African-American woman to be elect.

Bilal is quoted in the Philadelphia Inquirer, saying:   “In 2019, we should not be having the first anything. But what it says now is that this glass ceiling is broken.  When women want to step up and be the Sheriff, they can be the Sheriff. This means a lot. I’m just honored that the citizens of the city saw me as someone capable of doing the job. I appreciate that.”

The  margin results were Bilal 41% to Williams 27% - a clear mandate for change.

Sheriff Williams had some sexual harrassment charges leveled against him - one of which was settled in the amount of $127,000.  This caused him to lose the backing of the Democratic party.  Even though  Mayor Kenney had initially wanted him to resign, he still had powerful backers.   Just not powerful enough.

Bilal related that the local democratic leadership actually denied her access to Relish, a Black owned restaurant in West Oak Lane,  that serves as a central gathering place for candidates during  primary election day. 

Bilal campaigned as an advocate for those losing their homes to sheriff’s sales, saying that the Philadelphia Sheriff’s Office needed to be more of a resource to assist financially troubled families to remain in their homes rather than evict them.  With nearly 6000 homes up for auction every month in Philadelphia, this was a subject that resonated across the board.  Bilal said,  “Our city has an extreme poverty problem that is well publicized.  There needs to be a change in direction for the office.  We wanted people to know that the things in the past were not going to happen in the future. People wanted to know that the office would work with them and that it will educate people in danger of losing their homes on the process.  Let’s change it. Let’s move forward and make sure the office works for the people of the city and not the special interests."  

In fiscal year 2017, 19,919 properties went up for sheriff sales. Bilal said she wants to work to reduce that number rather than grow it.  The Sheriff is the enforces the city’s court system,  transports prisoners, serves warrants, and makes arrests, collects delinquent taxes and fees, and puts properties up for sheriff sales.  Bilal will make it more people friendly and responsive, while expanding the quality and efficiency of the services.
It's clear that Philadelphia has made a great choice and made history at the same time.
