   While passing T-rumps big bogus bullhit bill for his greedy Bullyionaires
   By depriving us of food, housing, services, Medicaid & Medicare

Independent, militant, Christian, pacifist, or diplomat

We who live in America and want to save the USA
Had better come together and realize there's an ultimate price to pay

ICYMI: Medicare Administrator & President Biden Announce Ten Drugs up for Negotiation with Big Pharma

Thought I'd start the week off with some good news from President Joe Biden and Medicare/Medicaid (CMS) Administrator Chiquita Brooks-LaSure!  After all, don't you get your belly full of the faux news of T-rump - an ongoing diatribe of his misbegotten antics that are designed to push essential information to the back ground while you watch his clown show?  

Well, that's not gonna happen here!  We don't focus on miseducation, misinformation, or all the efforts to distract us from what is essential for us as we are pushed closer and closer to the brink of distraction by nefarious individuals bent on dictatorship over democracy in America.

I think most of us can agree that if you don't have health - good health - you don't have anything.  Your quality of life is jeopardized by not having access to quality medication, quality care, insurance, or discretionary funds to cover the cost.  But thanks to President Joe Biden taking an aggressive role in tackling some of these egregious violations and costs, by actually giving Medicare and Medicaid the boosts needed to help people - sadly they're just not aware of these programs and their benefits.

I keep hearing people complain about the cost of food at the grocery stores, but they don't understand that there are other things that also converge on this.  

I recently had the privilege of  a telephonic interview with President Biden's Administrator for CMS  (Medicare and Medicaid).  As you well may already know, President Biden has been instrumental in reducing diabetes medication from $400.00  to $35.00 per month!  Sadly, Diabetes is one of the most prevalent diseases in the US - some 11.3% and sufferers have often been caught between paying for the medication and putting food on the table or keeping a roof over their heads.

Under President Biden's Inflation Reduction Act, according to Ms. Brooks-LaSure, the next drugs targeted for cost reduction are:  Eliquis, Xarelto, Jardiance,  Farsig, Entresto, Januvia, Embrel, Imbruvia, Stelara, and insulin injections such as Fiasp and Novolog.   Medicare has spent over $12.8 billion on Eliquis alone between 2021 and 2023.  

Per Administrator Brooks-LaSure, "This announcement has been the most impactful for people. This is one of the most exciting times in health coverage - and this has been the most exciting week - to come to fruition.  For the first time Medicare will be able to negotiate drug prices on behalf of people with Medicare, and the American Taxpayer.  And this is step one!   What we did was to announce the first ten drugs selected for Medicare to negotiate.  These are drugs with conditions such as diabetes, heart disease, cancer.  When you look at the list of ten drugs, the people who take them spend thousands of dollars on prescription drugs each year.  There is a lot of data we released as part of the announcement that really helped capture what it means for people who are taking these drugs.  

"Along side the drug negotiations there are provisions in the law that are going to make these drugs more affordable. Starting next year  those who suffer from these conditions are going to see a cap on their costs, because they are easily among some of the highest costing drugs in the country.  So we were really excited that the President is really making good on his promise to the American people to strengthen the Medicare program for today's Seniors, and people with disabilities - as well as for generations to come."

Of course we all know that Big Pharma is loving these measures like crazy.  And I know that they have the full backing of the  repuglycon party.  Correct?  I'm sure that  Brooks-LaSure is their favorite person on the planet for doing God's work, and ensuring that all Americans have the right to good health and appropriate medical treatment.  I mean, this has got to be the top thing on the agenda of the repuglycon party - to make sure their constituents have the best health at the lowest cost - Right???  Of course, you know I'm being facetious.  The only people the Repuglycons are concerned about are their cronies who  are financing efforts on their part to undermine any advancements that do not line their pockets.  So between them and Big Pharma expect major push back.  They're already trying to get the courts to rule in their favor against the reductions in medical costs for Americans. 

Confirming this, Ms. Brooks-LaSure commented:  "As I know you know, the President passed the legislation in Congress, and the party vote was very decisive on the Democratic side, and we did not get Republican support, as you well know."

Big Pharma has a big lobby that they're trying to levy against what CMS is trying to do.  The challenge is how to combat, or get around their madness?  They're considered very powerful because they're getting a boost from other private industries and right wingnut greed.  In addition to getting around that is the challenge of getting the message out to the people  - which is where they seem to have the most difficulty.  At every turn, President Biden has kept his word, exceeded expectations, but some of these measures really don't kick in until 2025 or 2026.  

Sadly, most people are distracted by food and housing costs, that are immediately under their noses, and don't have a feel for things that are down the line.  The other tragedy is the fact that media spends more time covering the ignorant antics of the opposition party (I did a little tongue in cheek there - you guys all know who I'm talking about), and less than 1% covering the substantive measures President Biden has already put in place and continues to accomplish.

Per Administrator Brooks LaSure: "I think it's critical for everyone to know that the law is already taking effect.  And you're right, we need to get the word out, because once people know what's in the legislation, they are thrilled.  And this year, right now, some of the provisions of the law have already taken effect.  So for people who are already on Medicare, vaccines that are recommended by the CDC are free.  And some of those are expensive.  The Shingles vaccine, for example, before this legislation passed, could cost $300.00!  And now Seniors can get the Shingles vaccine for free thanks to the legislation.  The second provision that's already in effect is the $35.00 cap per month on insulin products.  Yesterday I met a man who said just his insulin was $400.00 a month - now it's $35.00 a month.  So you can see seniors, people who depend on the Medicare program are starting to experience savings.  And next year, more provisions come into effect.  

"There's one people don't hear a lot about, which takes effect next year is modest income seniors will qualify for what we call "Extra Help."  And people today who qualify for extra help with their Medicare direct costs, and inflation reduction help, expands that coverage so that more people will qualify next year.   People can call:  1-800-MEDICARE!  They can talk to other counselors to see if they are eligible for that program."

According to Brooks-LaSure, moderate income Seniors cap is 150% of the poverty level. which costs out to be $21,870.00 for a family of one; $29,580 for a couple; $45,000 for a family of four.   And the next provision is for people with high drug costs - such as insulin, diabetes, heart disease, cancer, etc., there will be a cap on their out of pocket costs.  And this is the first time this has happened in the Medicare Program if you have prescription drug coverage.  In 2025 that cap will be $2000.00 for everybody.

With the diabetes gap being the start, and with  America having the highest percentage of osteoarthritis in the world, I asked about anything plans for those sufferers in the near future. 

Administrator Brooks LaSure stated that one of the drugs selected for negotiation is for Rheumatoid Arthritis, with others up for consideration.  But these drugs I'm speaking of now constitute an aggregate is savings of well over $28 billion.

President Biden's Inflation Reduction Plan, and his newest strategy dubbed "Bidenomics" clearly shows his commitment to put more money in the pockets of Americans - building from the bottom up and the middle out - a total departure from 40 years of "Reaganomics" so called trickle down policy where the theory was that when the rich got richer, the largesse would trickle down benevolently to those who were less well off.  The real result, and many well know, was middle class and economically deprived Americans were trickled on instead - with the rich removing industries to countries where they paid less for cheap labor, while many Americans lost jobs, communities lost support, and the cost of everything, including medication, housing, education spiraled exponentially out of control - culminating in the economic downturn of 2007.  

While former President Barack Obama tried to effect a more comprehensive medical system to cover all Americans, it was challenged by the republycons, and delivered with much of what would have benefited us on the chopping block.  Still, it did bring about a more comprehensive option for Americans who, heretofore, had no options.

Now, with the ability to negotiate the cost of drugs, and bringing drug costs down for seniors to $2,000 per year, many can begin to breathe a sigh of relief that they and their loved ones can have better options for health care and receiving essential medications.

Also for future consideration by CMS Administrator Brooks-LaSure, are the costs of DMEs (durable medical equipment) such as mobility scooters, in home hospital equipment, and other essential items.  I also inquired about the consideration of having Stem Cell therapy covered by Medicare and Medicaid, which would seriously speed recovery and mitigate the requirement of  long term medical and drug dependency.  We have agreed to set that as a future conversation.  

Spoiler Alert:  Big Pharma absolutely hates the concept of anything that doesn't require long term medical dependency.  It's their stock in trade.  SMH

President Joe Biden and CMS Administrator are working together for y/0ur health.  You can assist in the process by keeping abreast of what's going on, and showing your appreciation for the accomplishments in other areas as well.  The meanstream media would have you believe that little to nothing is being accomplished.  It's up to you to keep informed.  In addition to reading ECLECTICALLY BLACK NEWS, you can do some fact checking of your own.  

President Biden, his administration, the Democratic party and well meaning Americans are standing in the breach of efforts to push America into a fascist regime where votes are abrogated, women's rights are undermined, decent education is trashed, judges are corrupt, and media is used as propaganda masquerading as the news. We all have a responsibility to be informed and be involved.

President Biden’s caps diabetes costs to $35.00 for nearly four million seniors on Medicare

While most of the meanstream media continues to have a weird fixation on the former predator-in-chief, President Joe Biden - who at 80, is more conscious, focused, effective, energetic and intelligent than all the past four repuglycon presidents combined - has been forging ahead and taking care of business in implementing the programs he outlined in the recent State of the Union (SOTU).

The saying, "Let the works I've done speak for me," is emblematic of President Biden's first 2.25 years in office.  His motto should be "Promises made, Promises kept!   Big Time and On Time!!"  Or something of that nature.  So while the pundits and ersatz comedians continue to focus on something as inconsequential as his age, he keeps making those half his generation look like  the rank amateurs, as well as the greedy, useless lot that they really are.  




BTW: If it sounds as though I'm a fan of our currant Commander in Chief - I will say without reservation, I most definitely am!  You have no idea how good it feels to be able to have normal conversations  about our President again with my peers, and not have to worry about some insane, insensitive or insulting statement or action from the person who was the ersatz president.  It's a joy to see what new thing he's accomplished - how brave he is to boldly go where no sitting president has gone (Ukriane), and not cause a scandal.  I'm concerned that America has become so accustomed to the abnormal behavior from the White House's former inhabitants, that they don't fully grasp the fact that they now actually have the real deal now, and things are getting progressively better.

In fact, while the ersatz candidate for president from South Carolina has said that all elected officials over 65 should stand for competency tests - she's put it at that level because if they started at the age of 35, most of those in the right wing nut repuglycon party would be completely disqualified and held for institutionalization; or for contempt of congress; and most surely would have been immediately and summarily ejected from office.  Even more telling, she would likewise be found to have high marks on the lunacy list - and therefore not qualified to run for anything. 

Interesting how it is that those who make up the slim "majority"  currently in Congress are actually against President Biden's Inflation reduction act, which materially reduces the cost of insulin for millions of seniors from thousands of dollars to $35.00 per month.  This makes it possible for those who have lost their quality of life, had to mortgage their homes, lose limbs, and suffered debilitating pain from the side effects of this pervasive chronic illness, can now move on to the path of healing.  How interesting is it that these individuals who have been elected to serve their constituents, spend more time blocking beneficial programs designed for them, while coming up with bogus issues, unnecessary "investigations," currying favor with predatory cronies, and sucking up to a former incumbent bent on more trickery, lies, deceit and privation. 

So, let's look at what it means to have diabetic medical costs significantly reduced.  No more feeling like the victim.  No more making a decision between paying rent, or tuition, or buying food, or paying utilities, or getting the medication that makes a critical difference in your health and wellness; not to mention possible healing.  How does it feel to not have to negotiate with the pharmacist over getting the appropriate dosage in order to heal your body?

Diabetes is a horrific, chronic, pervasive disease that affects at least a third of the population of the US.  President Biden's original Inflation Reduction Act was aimed reducing the cost of Diabetic medication for all Americans - however, it was blocked by vengeful repuglycons in Congress - leaving the benefits to cover those who are 65 and older and on Medicare.  It boggles the mind how those who are still deprived of the financial wherewithal to obtain these essential medications can still so blindly follow and vote for mendicants who are more interested in their political hegemony than they are in the well being of those who blindly and ignorantly keep sending them back to office.

A recent press conference highlighted the fact that at least 16 million Medicare recipients will receive the much needed medication. cost reduction.  According to President Biden, it literally takes $10.00 to make the medication!  Prior to this bill, patients were being charged over $1000.00 a month!!  *Eli Lily, one of the largest pharmaceutical companies in the US has already agreed to reduce the cost of their prescription drugs for diabetes, and it is expected others will likewise follow suit. 

*"Eli Lilly announced they are lowering the cost of insulin by 70% and capping what patients pay out-of-pocket for insulin at $35. This action, driven by the momentum from the Inflation Reduction Act, could benefit millions of Americans with diabetes in all fifty states and U.S. territories.  The President continues to call on Congress to finish the job and cap costs at $35 for all Americans." (WH)

It would truly behoove those who are of the Maga maggot mentality, and following T-rump/Desantis - it would also behoove you to determine whether or not you're stuck on stupid, or whether or not you are more of a masochist than a maga member. (I absolutely love the word "behoove" - LOL)   
 
Can you afford to allow them to roll back/eliminate medical services, increase the costs of medications, and expose you to dangerous, substandard drugs;  as opposed to quality products necessary for your health and continued healing?  While health and healing are not political - legislation from a party bent on competing and defeating just because they can - most certainly is.  The voters who supported T-rump, McCarthy, Taylor-Greene and others of their ilk, would do well to realize that not only will they not provide the money necessary to get extensive, comprehensive medical help if they need it; their reps are also certainly not going to pay for them, nor offer programs or other means by which they can obtain the necessary medical and healing services.  If you paralleled  their activities to that of President Biden, you'd see their priorities are totally bankrupt and lacking in merit.  Then compare their methods and goals alongside the Democrats in congress, you would have long since left the party.  Intelligent people would definitely choose representatives who continuously work in their behalf.  And, while healing and health are not supposed to be politicized, imagine where you would be if the repuglycons had their way and voted against the cost reduction of diabetic medications - as well as a whole host of programs and equipment that are designed to help you survive!!  To do otherwise would indicate you are either a masochist, or stuck on stupid.

Of course, one other consideration for the repuglycon party's lack of support for the reduction in these cost-saving measures is because they will "disproportionately impact communities of color, as Black, Hispanic, and American Indian/Alaska Native adults have higher rates of diabetes in the United States than white Americans."  And they've made it patently clear they have little to no interest in this population.

Will a mythological laptop probe save you, your mom, dad, child, husband, friends in the grand heirarchy of things most important in your life?  What will you do if they find a way to block the reduction of the cost of diabetic medication and bump it back up to $1,000?  Will they personally come and pay the difference for you?   Will they help you with their ersatz medical insurance which does not cover most of your ailments - especially pre-existing ones?  What will you do while they are being wined and dined by big pharma - congratulating each other over the huge profits they are making at your expense.

The previous incumbent was in office for four years.  Of what benefit were his programs, pronunciations, conspiracies and paranoid rantings when it came to your quality of life.  How significant was his non-scientific approach to the pandemic when so many children and workers were forced to stay home because they ignored the signficant information protocols left by president Obama to appropriately manage pandemics?

During a recently held press conference, Medicare's Administrator Chiquita Brooks-LaSure, emphasized the fact that reductions in cost for Diabetic medication was only the beginning of a comprehensive program put forth by President Joe Biden.  It had taken priority because of the preponderance of Americans suffering nationally from one of the four major forms of the disease.  Also under their investigation and scrutiny are medications for Arthritis,  a painful, crippling disease which ranks a close second after Diabetes in America as the highest ranking cause of disability.  Affecting some 58% of Americans, with a staggering cost of $305.2 Billions spent annually, arthritis comes in the form of osteo-arthritis or the autoimmune rheumatoid version.  She stated that it is her goal to ensure that those who suffer from these debilitating diseases who are on Medicare will likewise benefit from reduced medical expenses and extended quality of life.

While President Biden's efforts are to be applauded,  there is another elephant in the room that has to be dealt with when it comes to America's standing in health.   America ranks first in the most expensive medical treatments and prescription costs; and dead last when it comes to healing, preventative treatments and quality of cures.  This information was first revealed when President Barack Obama began propose the America Care Act - also known as OBAMA CARE.  In a comparison of 25 countries, America placed last - with Japan being number one, Norway, Germany, England, France making up the top five. 

The more pressing problem is the lack of modern comprehensive medical advancements that are being enjoyed in other countries.  America still has the highest prescription costs, and ranks near the bottom in medical advancement.  While many countries have gone off the pill pushing, pain killing drugs and injection platforms, other countries are increasingly utilizing lasers, and other non-invasive technologies to alleviate/cure and even eradicate diseases that Americans still suffer from. It's not that these technologies are not being used in America, it's that they are neither covered by Medicare, Medicaid or other insurance.  Those with deep pockets of course have no problem in getting these advanced medical treatments.  However, Medicare is still way behind the times.  President Obama made the use of stem cells legal upon taking office in 2008;  but amputations and debilitating medications are still the order of the day.  Other countries are in the forefront of stem cell technologies for healing/preventing crippling diseases.  Devices such as leg wraps, knee braces, etc, are still being used, costing more than their worth, and doing less than half of what other methods would have done are still preferred. People in their prime of life are relegated to wheel hairs, crutches, mobility units while others in others in other countries are enjoying permanent healing, and a better quality of life.

Assisted living equipment covered by Medicare is five to ten years behind the times when compared to technology that is being used in other countries.  At the same time, they're clunky, bulky, over priced, and not as effective.  It's not clear how Medicare makes the determination as to which products to use, or how or if a patient should have it - but it is clear that other cultures spend far more time developing devices that are more people friendly, durable and functional.

It is fortunate that Medicare, Medicaid, are working in concert with the President to become more sensitive and cooperative in making sure Americans have a better quality of life going forward.  With the Inflation Reduction Act getting underway so successfully, it's hoped, under President Biden's continued drive and focus to improve the quality of our healthcare and life, we'll see America rise to the top of the list of quality medical care. 

One thing's for sure, based on President Biden's confidence, it won't be for lack of trying or commitment.  As he always says, "WE ARE THE UNITED STATES OF AMERICA, AND THERE'S NOTHING! - NOTHING!! - WE CANNOT DO IF WE WORK  TOGETHER!!"

BIDEN/HARRIS PLAN FOR OLDER AMERICANS - SAVING THE SOUL OF AMERICA - #1

Hello All:

Hope all is well with you considering the onslaught of madness being hurled at us during these trying times.  I wanted to wait to post this until the fourth and final day of the Liars Club Convention - better known as the RNC - Repuglycons national con-vention, who have been trying to con America into giving them 4 more years of debacle and destruction at the hands of a megalomaniacal fool, and his equally depraved henchmen.

But this is not to launch into all the evils of T-rump, but to highlight and update/inform you on Vice President Joe Biden's health plans for Senior Citizens.  As a member of that Storied Club of Senior Citizens, it is of particular interest to me and my peers.  As those of you who are on the path to having the madness of society, and are looking to make it beyond the age of 50, you may well be interested too.  

So, before I go forward with this, I just want to say Congratulations to Kamala Harris for being selected as the running mate to Joe Biden.  Please make sure they select an African American man or woman to fulfill your unexpired time as Senator - we need to maintain our numbers in the Congressional Black Caucus.  Kudos to Vice President Joe Biden for having the wisdom, insight and intelligence to select Kamala Harris as your running mate.  

And to all my family:   African Americans, Diasporan African and Caribbean Americans, Lationx Americans, Asian Americans, Native Americans, Jewish Americans, Muslim American make it your business to vote by any means necessary - regardless of whether it's by mail, absentee ballot, or in person - BY ANY MEANS NECESSARY!!  Did I already say that?  Well this is for emphasis!! There is no excuse for not making sure these candidates - including anyone who is running against any member of the Repuglycon party for any position on November 3rd - or during any of the remaining primaries throughout the US.  

It's time for guerilla vote tactics.  We know there is a conspiracy on the part of the T-rump regime to undermine our right to vote.  We can either sit around and complain and discuss the problem, or talk about how terrible T-rump is, or we can start now doing everything we can to thwart it, circumvent it, disable it.  One monkey don't stop no show.  Instead of insipid Zoom conferences discussing T-rump's depravity, use the time to educate, update and strategize how to get the numbers and get out the votes - This is do or die - slave or free - fascist or liberty (or as close to it as we can come. The US is not perfect.  We have flaws - it's clear.  But in the midst of a combined global plandemic, voter suppression, racist fascist, death, destruction and an overall atmosphere of doom and disrespect - unless you are a masochist and want more of same, you have to get it together and vote - BY ANY MEANS NECESSARY!

As always, my comments and recommendations are in red - not to be critical, but so that they stand out (and because Red is my favorite color)

Also, to be clear, I AM ENDORSING JOE BIDEN AND KAMALA HARRIS FOR PRESIDENT AND VICE PRESIDENT - I CONSIDER ANYONE WHO, AT THIS JUNCTURE, CONTEMPLATE VOTING FOR T-RUMP, OR A WRITE IN VOTE, OR A PROTEST VOTE, OR NOT VOTING  TO BE AN IDIOT, A FOOL, A TRAITOR TO BLACK PEOPLE AND THIS COUNTRY, STUCK ON STUPID, A MASOCHIST, A RACIST - AMONG OTHER THINGS.  So, you might say that my posts are clearly partisan and supportive. And why not?   Self Preservation is the first law of nature - God helps those who help themselves -and if we don't VOTE FOR JOE BIDEN - God will get you. GDW ###





The moral obligation of our time is rebuilding the middle class. The middle class isn’t a number, it’s a value set. And, a key component of that value set is having a steady, secure income as you age so your kids won’t have to take care of you in retirement. This means not only protecting and strengthening Social Security, but also helping more middle-class families grow their savings. 
A dignified retirement also means having access to affordable health care and support. Too many Americans – and too many older Americans – cannot afford their prescriptions or their long-term care. Their families are faced with saving for their own retirement or taking care of their aging parents. It’s not right.  
Working- and middle-class Americans built this country. And, they deserve to retire with dignity – able to pay for their prescriptions and with access to quality, affordable long-term care. 
I. STAND UP TO THE ABUSE OF POWER BY PRESCRIPTION DRUG CORPORATIONS
Too many Americans cannot afford their prescription drugs, and prescription drug corporations are profiteering off of the pocketbooks of sick individuals. The Biden Plan will put a stop to runaway drug prices and the profiteering of the drug industry by:
  • Repealing the outrageous exception allowing drug corporations to avoid negotiating with Medicare over drug prices. Because Medicare covers so many Americans, it has significant leverage to negotiate lower prices for its beneficiaries. And it does so for hospitals and other providers participating in the program but not drug manufacturers. Drug manufacturers not facing any competition, therefore, can charge whatever price they choose to set. There’s no justification for this except the power of prescription drug lobbying. The Biden Plan will repeal the existing law explicitly barring Medicare from negotiating lower prices with drug corporations.
  • Limiting launch prices for drugs that face no competition and are being abusively priced by manufacturers. Through his work on the Cancer Moonshot, Biden understands that the future of pharmacological interventions is not traditional chemical drugs, but specialized biotech drugs that will have little to no competition to keep prices in check. Without competition, we need a new approach for keeping the prices of these drugs down. For these cases where new specialty drugs without competition are being launched, under the Biden Plan the Secretary of Health and Human Services will establish an independent review board to assess their value. The board will recommend a reasonable price, based on the average price in other countries (a process called external reference pricing) or, if the drug is entering the U.S. market first, based on an evaluation by the independent board members. This reasonable price will be the rate Medicare and the public option will pay. In addition, the Biden Plan will allow private plans participating in the individual marketplace to access a similar rate.
  • Limiting price increases for all brand, biotech and abusively priced generic drugs to inflation. As a condition of participation in the Medicare program and public option, all brand, biotech and abusively priced generic drugs will be prohibited from increasing their prices more than the general inflation rate. The Biden plan will also impose a tax penalty on drug manufacturers that increase the costs of their brand, biotech or abusively priced generic over the general inflation rate. 
  • Allowing consumers to buy prescription drugs from other countries. To create more competition for U.S. drug corporations, the Biden Plan will allow consumers to import prescription drugs from other countries, as long as the U.S. Department of Health and Human Services has certified that those drugs are safe.

  • Terminating pharmaceutical corporations’ tax break for advertisement spending. Drug corporations spent an estimated $6 billion in 2016 alone on prescription drug advertisements to increase their sales, a more than four-fold increase from just $1.3 billion in 1997. The American Medical Association has even expressed concerns among physicians about the negative impact of commercially driven promotions, and the role that marketing costs play in fueling escalating drug prices. Currently, drug corporations may count spending on these ads as a deduction to reduce the amount of taxes they owe. But taxpayers should not have to foot the bill for these ads. As president, Biden will end this tax deduction for all prescription drug ads, as proposed by Senator Jeanne Shaheen.
  • Improving the supply of quality generics. Generics help reduce health care spending, but brand drug corporations have succeeded in preserving a number of strategies to help them delay the entrance of a generic into the market even after the patent has expired. The Biden Plan supports numerous proposals to accelerate the development of safe generics, such as Senator Patrick Leahy’s proposal to make sure generic manufacturers have access to a sample.
II. PROTECT AND STRENGTHEN MEDICARE AS WE KNOW IT AND ENSURE QUALITY, AFFORDABLE HEALTH CARE FOR ALL OLDER AMERICANS 
On March 23, 2010, President Obama signed the Affordable Care Act into law, with Vice President Biden standing by his side, and made history. It was a victory 100 years in the making. It was the conclusion of a tough fight that required taking on Republicans, special interests, and the status quo to do what’s right. But the Obama-Biden Administration got it done.
Today, the Affordable Care Act is still a big deal – especially for older Americans. Because of Obamacare, over 100 million people no longer have to worry that an insurance company will deny coverage or charge higher premiums just because they have a pre-existing condition whether cancer or diabetes or heart disease or a mental health challenge. Insurance companies can no longer set annual or lifetime limits on coverage. The law limited the extent to which insurance companies may charge you higher premiums just because of your age. And, the Affordable Care Act strengthened Medicare by extending the life of the Medicare Trust Fund; giving Medicare beneficiaries access to free recommended preventive services, such as an annual wellness visit; and closing the prescription drug coverage gap, often referred to as the donut hole.
But, every day over the past nine years, the Affordable Care Act has been under relentless attack.
Immediately after its passage, Congressional Republicans began trying again and again to repeal it. Following the lead of President Trump, Republicans in Congress have only doubled down on this approach since January 2017. And, since repeal through Congress has not been working, President Trump has been unilaterally doing everything he can to sabotage the Affordable Care Act. Now, the Trump Administration is trying to get the entire law – including protections for people with pre-existing conditions – struck down in court.
As president, Biden will protect the Affordable Care Act from these continued attacks. He opposes every effort to get rid of this historic law – including efforts by Republicans, and efforts by Democrats. Instead of starting from scratch and getting rid of private insurance, he has a plan to build on the Affordable Care Act by giving Americans more choice, reducing health care costs, and making our health care system less complex to navigate. You can read Biden’s full health care plan [here]. In addition, to improve older Americans’ access to affordable, quality health care, Biden will: 
  • Protect Medicare as we know it. Today, Medicare provides health insurance coverage to over 60 million older Americans and people with disabilities.  As president, Biden will continue to defend our nation’s commitment to older Americans and people with disabilities through Medicare, and he will keep Medicare as a separate and distinct program, and ensure there is no disruption to the current Medicare system.

  • Protect Medicaid and ensure its beneficiaries can access home and community-based long-term care when they want it. Medicaid pays for more long-term care than any other insurer in the country. In fact, roughly 6 in 10 individuals residing in nursing homes are enrolled in Medicaid, including many older Americans. Yet, the Trump Administration is reportedly considering a plan to cut Medicaid funding by turning it into a block grant. And Republican leadership in states like Iowa, where Medicaid has been privatized with devastating results for some of its most vulnerable residents, are not fulfilling their obligations under the program. The Biden Plan will protect Medicaid funding and make sure the program gives those on Medicaid who need long-term care the flexibility to choose home- and community-based care. In addition, the Biden Administration won’t let states skirt their duties under Medicaid and will take enforcement action against any state that allows profiteering to get in the way of Medicaid beneficiaries’ health.
  • Provide tax relief to help solve the long-term care challenge. The Biden Plan will also help Americans pay for long-term care by providing relief for Americans needing long-term care by creating a $5,000 tax credit for informal caregivers, modeled off of legislation supported by AARP. These informal caregivers – whether family members or other loved ones – have for too long been doing tireless work without any financial support. In addition, Biden will increase the generosity of tax benefits for older Americans who choose to buy long-term care insurance and pay for it using their savings for retirement.
  • Care for our caregivers. The physical, emotional, and financial challenges of caring for a loved one is enormous. As president, Biden will work to enact at the federal level the AARP-endorsed Caregiver Advise, Record, Enable (CARE) Act, which has already been passed in 39 states. This legislation will help our caregivers by ensuring hospitals equip them with instructions and information when their loved ones are discharged. Biden also supports additional proposals to support caregivers, such as funding to give them access to respite care.
III. PRESERVE AND STRENGTHEN SOCIAL SECURITY
Social Security is the bedrock of American retirement. Roughly 90% of retirement-age Americans receive Social Security benefits, and one-in-four rely on Social Security for all, or almost all, of their income. The program has not only ensured that middle-class workers can enjoy the sound and secure retirement they worked so hard for, it also lifted over 17 million older Americans out of poverty in 2017 alone. 
The Biden Plan will protect Social Security for the millions of Americans who depend on the program. With Social Security’s Trust Fund already in deficit and expected to be exhausted in 2035, we urgently need action to make the program solvent and prevent cuts to American retirees. 
But the Biden Plan doesn’t stop there. As president, Joe Biden will strengthen benefits for the most vulnerable older Americans – including widows and widowers, lifelong workers with low monthly benefits, and old-age beneficiaries who may have exhausted their other savings. Specifically, the Biden Plan will:
  • Put Social Security on a path to long-run solvency. The impending exhaustion of the Social Security Trust fund imperils American retirement as we know it. Waiting to act only jeopardizes the program further, and will make an eventual solution that much more difficult. The Biden Plan will put the program on a path to long-term solvency by asking Americans with especially high wages to pay the same taxes on those earnings that middle-class families pay.
  • Preserve the nature of Social Security. Social Security is one of our nation’s great public policy successes, in large part due to the fact that participation in the program is shared across almost all workers. Efforts to privatize the program – such as an approach suggested under the Bush Administration – will undermine the program’s solvency, while putting at risk individuals’ income in retirement. Similarly, proposals to make the program “means-tested” – so that only low-income retirees workers receive benefits – jeopardizes the program’s universal nature and key role as the bedrock of American retirement. Ultimately, the success of Social Security is largely due to the fact that almost all Americans can rely on the program to make their retirement more secure. 
  • Provide a higher benefit for the oldest Americans. At advanced ages, Americans become more vulnerable to exhausting their savings, sometimes falling into poverty and living a life of hardship. The Biden Plan will provide the oldest beneficiaries – those who have been receiving retirement benefits for at least 20 years – with a higher monthly check to help protect retirees from the pain of dwindling retirement savings. 
  • Implement a true minimum benefit for lifelong workers. No one who has worked for decades and paid into Social Security should have to spend their retirement in poverty. The Biden Plan will revolutionize the Social Security’s minimum benefit, which has deteriorated over time to the point of being entirely ineffective. Under the Biden Plan, workers who spent 30 years working will get a benefit of at least 125% of the poverty level. 
  • Protect widows and widowers from steep cuts in benefits. For many couples, the death of a spouse means that Social Security benefits will be cut in half – putting pressure on the surviving spouse who still needs to make the mortgage payment and handle other bills. The Biden Plan will allow surviving spouse to keep a higher share of the benefits. This will make an appreciable difference in the finances of older Americans, especially women (who live longer on average than men), raising the monthly payment by about 20% for affected beneficiaries. 
  • Eliminate penalties for teachers and other public-sector workers. Current rules penalize teachers and other public sector workers who either switch jobs or who have earned retirement benefits from various sources. The Biden Plan would eliminate these penalties by ensuring that teachers not eligible for Social Security will begin receiving benefits sooner – rather than the current ten-year period for many teachers. The Biden Plan will also get rid of the benefit cuts for workers and surviving beneficiaries who happen to be covered by both Social Security and another pension. These workers deserve the benefits they earned. 
IV. EQUALIZE SAVING INCENTIVES FOR MIDDLE-CLASS WORKERS
In the modern retirement landscape, a sound retirement begins with years of diligent saving. While other aspects of the Biden Plan will help raise wages for workers and reduce costs for spending like child care and health insurance, the Biden Plan will also ensure that middle-class families get a leg up as they grow their nest egg. 
Under current law, the tax code affords workers over $200 billion each year for various retirement benefits – including saving in 401(k)-type plans or IRAs. While these benefits help workers reach their retirement goals, many are poorly designed to help low- and middle-income savers – about two-thirds of the benefit goes to the wealthiest 20% of families. The Biden Plan will make these savings more equal so that middle class families can enter retirement with enough savings to support a healthy and secure retirement. President Biden will do so by:
  • Equalizing the tax benefits of defined contribution plans. The current tax benefits for retirement savings are based on the concept of deferral, whereby savers get to exclude their retirement contributions from tax, see their savings grow tax free, and then pay taxes when they withdraw money from their account. This system provides upper-income families with a much stronger tax break for saving and a limited benefit for middle-class and other workers with lower earnings. The Biden Plan will equalize benefits across the income scale, so that low- and middle-income workers will also get a tax break when they put money away for retirement.  
  • Removing penalties for caregivers who want to save for retirement. Under current law, people who work as caregivers without receiving wages are ineligible to get tax breaks for retirement saving. The Biden Plan will allow caregivers to make “catch-up” contributions to retirement accounts, even if they’re not earning income in the formal labor market, as has been proposed in bipartisan legislation by Representatives Jackie Walorski and Harley Rouda.
  • Giving small businesses a tax break for starting a retirement plan and giving workers the chance to save at work. As proposed by the Obama-Biden Administration, the Biden Plan will call for widespread adoption of workplace savings plans and offer tax credits to small businesses to offset much of the costs. Under Biden’s plan, almost all workers without a pension or 401(k)-type plan will have access to an “automatic 401(k),” which provides the opportunity to easily save for retirement at work – putting millions of middle-class families in the path to a secure retirement.
V. PROVIDE HELP FOR OLDER WORKERS WHO WANT TO KEEP WORKING
With longer lifespans and the changing nature of work, many Americans are choosing to stay in the workforce longer. Despite their valuable contributions, these workers often face illegal discrimination or steep tax penalties when they try to continue to earn a living. Joe Biden believes that all workers deserve an opportunity to earn a living and will fight to change the laws to allow all people – regardless of their age – to get the pay they deserve. The Biden Plan will:
  • Protect older Americans against harmful age discrimination. As president, Biden will back bipartisan legislation protecting older workers from being discriminated against in the workforce. According to an AARP survey, this practice is widespread – with more than 60% of older workers reporting discrimination because of their age. The Biden Plan will put in place workplace safeguards making it easier for older workers to prove that they were treated unfairly at work. 
  • Expand the Earned Income Tax Credit (EITC) to older workers. The EITC is one of the most effective strategies for helping low-wage workers achieve a living wage. Unfortunately, the EITC is not available to workers once they turn 65, putting them at a distinct disadvantage relative to their younger peers. As president, Joe Biden will allow low-wage older workers to claim the tax credit they deserve.
